Anna's city website lists both public improvement districts and tax increment reinvestment zones, and some of them share names, so the label on a neighborhood does not tell you what it adds to a monthly payment. A PID list that can lag the council agenda
The City of Anna's economic development page says the city has five active public improvement districts and names them: Ana Capri I, Ana Capri II, BFB Ana 40 Acres, CADG Hurricane Creek and Crystal Park. The figures on that page are dated September 30, 2022, and the city's council agendas show PID activity since then. The March 10, 2026 agenda, for example, included a public hearing on creating Liberty Hills Public Improvement District Number 1 and an item on Sherley Tract Public Improvement District No. 2.
The lesson is narrow but useful: do not treat a web list as the last word on whether a lot carries an assessment. The written notice from the seller or builder, and the district's own documents, are the authority for a specific lot.
A PID and a TIRZ are different tools
The same city page also lists five tax increment reinvestment zones: Ana Capri I, Ana Capri II, BFB Anna 40 Acres, CADG Hurricane Creek and Downtown. Several names therefore appear on both lists. A PID, which the city says it creates under Chapter 372 of the Texas Local Government Code, charges an assessment on lots inside it. A TIRZ, under Chapter 311 of the Texas Tax Code, lets a city or county direct the growth in tax revenue inside a zone toward improvements, and it does not by itself create an additional tax.
So finding a neighborhood on the TIRZ list does not tell you what you will owe. Whether a PID assessment applies to the lot, and in what amount, comes from the PID notice and the district's assessment documents.
What Anna's PID policy says you should be shown
The city's published PID policy states several requirements of developers. The city is to agree with Collin County to put the annual PID payment on the Collin County tax bill, and assessments are capped at a maximum term of 30 years. Sales centers inside a PID are to post flyers with frequently asked questions, the total assessment, the average annual installment and the equivalent tax rate. Buyers are to sign the homebuyer disclosure under Section 5.014 of the Texas Property Code at contract and again at closing, and builders are to disclose the PID on any MLS listing.
A policy describes what the city requires, not what is true of any one lot, and policies can be amended. Use it as a list of questions. Because the payment may arrive on the county tax bill, ask us early whether it would be collected through escrow. Fannie Mae's Selling Guide counts special assessments, along with taxes and association dues, in monthly housing expense, so the installment is part of the loan math.
City limits, the ETJ, water and trash
The city describes its extraterritorial jurisdiction as a ring around Anna that lets it regulate the subdivision of land but not zoning. The city's water system is supplied by a combination of treated surface water from the North Texas Municipal Water District and wells, and Anna is one of four members, with Melissa, Van Alstyne and Howe, of the Collin Grayson Municipal Alliance that shares a surface water delivery system.
The city's Utility Billing Department handles water, sewer, trash and recycling, and the city contracts with CARDS Recycling for curbside collection, billed on the city utility bill. For an address outside the city limits, confirm each of those services with the provider.
Finding the Anna ISD zone for an address
Anna ISD says it serves students in the city of Anna and sections of several surrounding communities, which means a school boundary and the city limit do not have to coincide. The district publishes interactive attendance zone maps with a Find My Location search, plus separate maps for elementary and middle school zones. The district levies its own tax, separate from the city's. Confirm the zone with the district.
Before you make an offer in Anna
- Ask whether the lot is in a PID and request the written notice, instead of relying on the city's web list.
- If the neighborhood appears on a TIRZ list, ask separately whether a PID assessment applies.
- Ask how a PID installment is billed and whether escrow would collect it.
- Look the address up in Anna ISD's attendance zone tool and confirm with the district.
- Ask whether the address is inside the city limits or the ETJ, and who provides water and trash.
