Collin and Denton counties

The Town of Prosper's finance page links to both the Collin Central Appraisal District and the Denton Central Appraisal District, and to the Collin County Tax Assessor and Collector. As in other Collin and Denton County cities, the county that a parcel sits in determines which appraisal district values it and where the tax bill comes from.

Ask for the parcel's own records before you rely on a tax estimate, and send them to us. Appraisal districts value property as of January 1 and local taxing units set the rates, so a neighbor's bill is a rough guide at best.

Prosper ISD reaches across city lines

Prosper ISD is not limited to the town. The City of Frisco's resident guide and the City of McKinney's school page each name Prosper ISD among the districts serving part of those cities, and the City of Celina's PID policy names it alongside Celina ISD. That matters for a lender only in one way: a school district is a separate taxing unit, so the district is one input to the tax estimate. If schools are part of your decision, confirm the district for a specific address with the district itself.

Utilities and districts are a lot-by-lot question

The Town of Prosper runs utility sign-up for its own customers. The same page carries a notice that the town does not provide services to the Artesia Subdivision, where water and sewer come from the City of Celina. It is a clear example of why the address, not the city name in it, decides who serves a property.

The same logic applies to special districts. Municipal utility districts and public improvement districts exist in new communities around North Texas. Whether a particular lot is in one is a fact about that lot, and the seller must disclose it in writing. For a district covered by the Texas Water Code, such as a MUD, the seller must give notice before a binding contract is signed, and the buyer may terminate if the notice is not timely. For a public improvement district, Section 5.014 of the Texas Property Code requires a written notice to the purchaser. Send us any notice you receive.

A district tax or assessment is part of the math. Under Fannie Mae's Selling Guide, monthly housing expense includes real estate taxes, special assessments and owners' association dues, so each of them can affect the loan amount you qualify for.

Buying a newly built home

Appraisal districts value property as of January 1. A home finished later in the year may therefore be taxed that year on a different value than the finished house, and a later bill can be higher. Your lender and title company can help you understand how the escrow account is set up for that first year, so ask us before closing rather than after the first statement arrives.
